IPC UNEX results 2004

External Quality of Service Monitoring,Improving the Quality of International Mail.
Quality of service among Postal operators in Europe continued at a high level in 2004 in spite of restructuring and change management demands on postal operations preparing for postal liberalisation. Overall, IPC members delivered 93.7 per cent of first class international letters in Europe within three days of posting (J+3), and 98.4 per cent within five days (J+5). Average delivery time was just 2.2 days.
Quality of service performance was measured by IPC’s UNEX end-to-end monitoring
system. The results show that both speed (J+3) and reliability (J+5) were again far above the European Union’s (EU) performance objectives for delivery of 85 per cent of intra-EU mail within three days, and 97 per cent within five days.

Pro-Liberalisers urge more vigilance from national regulators

National regulators need to be more zealous in applying the 2002 postal services directive, the pro-liberalisation Free and Fair Post Initiative (FFPI) says. “The current situation is far from satisfactory in most member states” as anti-trust probes are “especially rare”, FFPI president Philippe Bodson said in a recent open letter to the European Commission. He wants regulators to pay more attention to price-fixing and cross-subsidisation, the practice where postal operators use profits made in the monopolised sector to fund parts of its business competing on the open market. Mr Bodson said the Commission’s “track record in this field is encouraging” and urged it to continue actively investigating anti-competitive behaviour.

Swedish Scribona extends partnership with German Schenker, DHL

Swedish information management products provider Scribona AB has extended its partnership with German logistics provider Schenker AG and DHL, the express logistics subsidiary of German postal group Deutsche Post AG, it was reported on February 16, 2005. Through the collaboration, the logistics systems will be integrated and Scribona’s physical inventory management and transports will be taken over by DHL and Schenker. Scribona’s logistics personnel in Sweden will be offered employment at DHL by the summer of 2005. Within 18 months, all physical inventory management will be relocated to one of DHL’s logistics centres at the same time that the logistics systems are integrated. The motive behind the collaboration is to create a more flexible supply chain function, Magnus Johansson, head of Scribona’s Supply Chain Management unit, said.

DHL terminates partnership with Swedish Wilson Logistics

DHL has terminated its strategic partnership with the Danish unit of Swedish transport and logistics group Wilson Logistics Group, it was reported on February 2, 2005. The move was attributed to the acquisition of Wilson Logistics by Dutch postal, express and logistics company TPG NV in the summer of 2004, DHL’s Danish division communications director, Pis Baagoe Skat-Roerdam, said. Under the partnership, Wilson Logistics sold DHL’s courier services to its Danish customers at a special price. After the termination of the partnership, Wilson Logistics will have to buy DHL’s products at the traditional price.

Swiss Post International market activities stepped up in Italy and Sweden

Swiss Post International (SPI), the international arm of Swiss Post, is further
expanding its business activities. In Italy SPI has completed a takeover of Porta a Porta S.p.A, including its wholly owned subsidiary, the Italian logistics company Servizi Distribuzione e Logistica S.r.l. (SDL). In addition, SPI will become the logistics partner of HSE (Home Shopping Europe), the Italian teleshopping provider. Boosting its activities in the Italian market enables SPI to reinforce its presence in the business-to-consumer segment and to offer customers a comprehensive range of services in the areas of storage, logistics and delivery, as well as in cross-border mail and goods traffic. At the same time, SPI has acquired ownership of Mail & Logistics in Sweden, its former franchise partner, and is now represented in Scandinavia by its own subsidiary.
