Postcomm awards the first standard licences to Hays and TPG Post UK

Competition in postal services took a major step forward today when Postcomm
awarded the first long term licences to Hays Commercial Services Limited and
TPG Post UK Limited. The licences mark the start of wider competition in the
provision of postal services throughout the UK.
The new standard licences, which have a minimum life of seven years, will
come into operation when the first stage of postal competition opens on 1
January 2003.

Postcomm adds tracked business mail to standard licence

Postcomm today added tracked business-to-business mail services to the
competitive postal market. Postal operators wishing to provide such services will be able to apply for a licence from Postcomm.
The standard postal licence which will enable competing companies to offer
business mail services in competition with Royal Mail, will come into operation
on 1 January 2003. The licences will cover bulk mail, consolidation services,
and enhanced document exchange services.

Postcomm acts to enforce business mail improvements

Postcomm today imposed an enforcement order on Royal Mail which requires it
to improve the way in which it processes two mail services for businesses –1st
Class Response Service and 1st Class Postage Paid Impression (PPI) – or face the
possibility of monetary penalties.
Today’s order follows an enforcement notice issued by Postcomm in October.
This was served after information from Royal Mail indicated that its 1st
Class Response Service and 1st Class PPI were likely to miss their performance targets in March 2003 — the end of the current financial year.

TPG Post awarded long-term licence in UK

TPG NV said its unit TPG Post UK Ltd was awarded a long-term licence by UK post regulator Postcomm.

TPG is in the first group of companies to be awarded a long-term licence, which will allow it to carry bulk mail and provide consolidation services in the UK from January 1.

TPG intends to provide services to large companies, publishers, mailing houses and direct marketers.

The company will target customers with large individual mailings of over 4,000 items.
Postcomm has also awarded a long term licences to Hays Commercial Services Limited.

Crozier has to stamp his authority on Royal Mail

If you were thinking about becoming the Royal Mail’s new chief executive, there are two ways to look at the job. It’s either a marvellous opportunity to reinvigorate a sleeping giant, establish yourself as a management titan and win a gong at the Palace; or it’s a political, financial and regulatory monster with a voracious appetite for destroying those who try to change it. Adam Crozier, who signed up for the task last week, is a former advertising executive and therefore a congenital optimist. Like most graduates of that flaky profession, he instinctively believes that with smoke, mirrors and a slick line in patter you can get away with murder. Which is just as well, because he’ll need to kill a few of the Royal Mail’s nastier habits if he’s going to deliver a nationwide operation that’s both efficient and profitable. Crozier’s most recent position was chief executive at the Football Association. So if nothing else, he’s experienced at wrestling with an intransigent institution. At the FA, he earned plaudits for jazzing up the marketing of the England team and showing an eye for a winner when he brought in Sven Goran Eriksson as coach. But, quite frankly, the standard of management in professional football is generally so miserable that you need only to sit the right way round on a lavatory seat for the sport’s insiders to hail you as genius. The evidence so far is that Crozier is competent but no rocket scientist.
