Postal strike looms over Consignia's £1bn sell-off

Workers at Consignia are threatening to stage a national postal strike over a £1bn plan to sell part of its facilities department to construction group Balfour Beatty.
The Communication Workers Union (CWU) is this weekend preparing to ballot its 180,000 Consignia members over industrial action that could lead to a series of one- day walkouts next month.
The decision ends a week’s exhaustive negotiations with Consignia management over plans to transfer 7,000 postal workers to a proposed new company, 49 per cent owned by Balfour Beatty. Insiders said that despite Consignia offering to delay the deal until September to allow further talks, CWU representatives believed the terms offered to staff were insufficient.

Board shake-up at Consignia

ALLAN LEIGHTON, chairman of Consignia, is to announce a “radical shakeup” of the board structure of Britain’s post-office group. The move could eventually shave more than Pounds 50m a year from operational costs.
When completed, it will result in several senior managers being made redundant and will eliminate inter- company billing. Leighton wants to simplify the reporting structures and cut the 18 operating divisions.
The group will have two operating subsidiaries, Royal Mail and Post Office Limited. These will be run by separate chief executives and will report to an umbrella company, Royal Mail Holdings.

Consingia posts ads to fill top job

Headhunters employed by Consignia, the troubled Royal Mail and Post Office group, will this weekend begin the search for the executive needed to fill one of the toughest jobs in British business.

The state-owned organisation, which has been losing pounds 1.2m a day, is seeking a new chief executive to replace John Roberts who last month announced his intention to retire later this year.

Newspaper adverts say the new boss will be a proven chief executive with a track record in pushing through large-scale business turnarounds.

Mr Roberts, who has worked for the post office since 1967, received a basic salary of pounds 211,000 last year but his successor can expect to receive considerably more for taking on a role Consignia chairman Allan Leighton has described as one of the great leadership challenges.

Mailing scam exposes regulatory 'black hole'

The mail consolidation industry was rocked this week by revelations that police have recovered hundreds of thousands of pieces of unsent international direct mail from skips outside the premises of a consolidator (PM last week).

The discovery raises serious issues for the industry about the regulation of the growing number of mail consolidators operating within this highly competitive arena. It is the largest case of its kind in the UK, and those affected stand to lose both advertising revenue and money by remailing the returned post.

The scandal is reminiscent of those uncovered at a number of mailing houses a decade ago, before the mailing house industry was regulated. It is believed this only happened after hundreds of Abbey National mailings were discovered waiting to be dumped.
