Commission authorises acquisition of UK Royal Mail's IT division by Computer Sciences Corporation

The European Commission has approved the acquisition of sole control over RM Business Systems Limited the IT division of UK postal operator Royal Mail Group plc – by the US-based IT services provider Computer Sciences Corporation (CSC). The Commission has concluded that no competition concerns arise from the transaction Royal Mail has decided to outsource its IT services to CSS. Previously, its former RM Business Systems Division (RM-BSD) provided these services to Royal Mail. The approved transaction is part of the agreement entered into by CSC and Royal Mail Group, according to which the latter will outsource to CSC it’s IT services.

UK Interlink Express inserts the GPRS system

Interlink Express has installed the Global Positioning Reporting Satellite (GPRS) system in its van fleet as part of an ongoing strategy to increase efficiency in its business operation. The GPRS system allows Interlink Express to communicate with drivers and track and trace vehicles in real time. GPRS analyses factors such as mileage, speed and fuel usage making routing and scheduling more cost efficient. There is also increased accountability, meaning drivers stay close to their assigned routes, resulting in reduced overtime and fuel expenses.

EU seeks comments on Deutsche Post buy of Securicor

The European Commission said it invites comments on Deutsche Post World Net AG’s acquisition of full control of the distribution joint venture it shares with Securicor plc. On Mar 24, the company announced it is to buy Securicor’s stake in Securicor Omega Holdings Limited for 247 mln eur. Interested parties have 10 days in which to submit their comments to the commission which will announce the outcome of its initial inquiry on or by June 19.

DHL Airways to re-brand as Astar Air Cargo

DHL Airways today announced that the Miami-based cargo airline is launching a re-branding program, and changing its name to ASTAR (pronounced A-Star) AIR CARGO, INC. The re-branding will commence immediately and the name change will become effective upon completion of the acquisition of DHL Airways by a U.S. investor group led by Chairman and CEO John Dasburg. In the coming months, the charter cargo airline will incorporate the ASTAR name and logo throughout all of its marketing and operations functions.

In Europe, few postal operators now share the parcels market.

The German, Dutch and French postal operators now control 45% of the European parcels market. The market was estimated to be worth 36bn Euros in 2002. According to Claude Béglé (Director General of European operator Geopost) “the smaller postal operators which are not currently part of one the three main networks will have to sell themselves to one of the three in the next five years. No postal administrations will be able to survive by concentrating on mail only due to the costs of maintaining a large retail network and sorting centres“. (translation from original)

Commission approves additional compensation measures for UK Post Office Limited

The European Commission has decided today not to raise objections to a further series of financing measures in favour of Post Office Limited (POL), the retail subsidiary of Royal Mail Group plc. These measures complement earlier measures the Commission approved in 2002. On 12 March 2002 the Commission approved the funding of a basic postal account to credit social benefits and from which cash can be withdrawn at post office counters for those benefits holders who do not want to open an account with a bank. On 18 September 2002 the Commission approved minimum funding necessary for POL to close 3,000 urban counters no longer required under the 2000 UK Postal Services Act (2000).
