Votes show evidence of strong resistance to privatisation projects

Over the past few months, Swiss political views on privatisation have undergone profound changes. Several right-wing politicians have begun to reject the idea, and the conservative reaction to the US terrorist attacks has come at a critical time. Apart from airline Swissair, parliament is considering the privatisation of the electricity market, national telecoms operator Swisscom and national postal services group La Poste. JAPAN: Move towards privatisation meets stubborn resistence

The post office, with its bright red mailboxes and bike-riding mailmen, does not generally conjure up images of political scheming.

But in Japan the Postal Services Agency has recently caused concern with revelations about the lengths that some of the 18,800 post office chiefs throughout the country are prepared to go to in order to protect their vested interests.

Late last month, Tsuyoshi Mishima, a postal supervisor in Kinki, western Japan, was arrested on charges of violating Japan’s election laws.

USPS Seeks $6.1 Billion Postage Rate Increase

September 25, 2001 — Melissa Campanelli, dmnews: “The U.S. Postal Service Board of Governors yesterday filed its next rate case with the Postal Rate Commission, seeking a $6.1 billion increase in postage rates across the board. This proposed increase is in addition to the $3 billion in increases the postal service has implemented since January. The request is for an overall rate increase of 8.7 percent. For Standard Mail, overall rates would rise 7.3 percent. Regular Standard Mail rates would rise an average of 8 percent, and nonprofit rates an average of 6.7 percent. Commercial enhanced carrier route rates would rise an average of 6.2 percent, and nonprofit enhanced carrier route rates would increase an average of 6.5 percent. On average, within each subclass, flats — or catalog-shaped mail — would increase more than letters.”

NEW YORK, Sept. 24 /PRNewswire/ — The Direct Marketing Association (The
DMA) has voiced grave concerns over the timing and size of the postal rate
increase request that was filed today with the independent Postal Rate
Commission (PRC). The United States Postal Service (USPS) Board of Governors
(BOG) filed a rate case today with the PRC, seeking a $6.1 billion hike in
postage rates across the board. This proposed increase is in addition to the
$3 billion in hikes that the Postal Service has implemented since January
2001.

Minister Proposes EU Postal Compromise Plan

September 25, 2001 — Matthew Newman, Dow Jones: “The Belgian presidency of the European Union is trying to bridge major differences over liberalizing the E.U.’s EUR80-billion-a-year postal market. In a compromise plan to be discussed Wednesday, Belgian Privatization Minister Rik Daems has proposed a three-step process to open the market, with certain exceptions to appease E.U. member states who adamantly oppose losing their monopoly on universal service. At stake is whether the E.U. will eventually force its national postal companies to give up their monopolies in standard and direct mail, and open the market for outward cross-border mail and express mail services. E.U. ministers will decide on the long-running and politically sensitive reform plan at an Oct. 15 meeting in Luxembourg. Ministers want to reach a deal, but it’s too early to say what the final compromise will be.

Emery Worldwide Airlines Fined $1m

Five weeks after government regulators forced Emery Worldwide Airlines, a unit of CNF Inc (NYSE:CNF), to suspend operations of its own fleet for what they described as egregious maintenance deficiencies, the Federal Aviation Administration has settled for a $1 million civil fine, the Wall Street Journal reported in its online edition on Monday.”

La Poste announces online marketing venture

Le Figaro (Paris): “French post office La Poste is to announced today its third investment in an Internet start-up company. The young company, e-mail Vision, is a specialist in on-line marketing. The amount of the capital increase carried out by Sofipost has not been revealed but has been qualified as an ‘important investment’. E-mail Vision has already raised 13m euros from two previous capital increases. This operation follows the acquisition of e-lico, a company specialised in e-logistics, by Chronopost. For several months now, La Poste chairman Martin Vial has affirmed his intention of making the group an important player in all types of mail distribution.” (Source: Financial Times)

Industrial Action Week at French Post

Le Figaro (Paris): “After a day of strike action on 20 September, French unions FO and CFDT representing employees of La Poste have called for a national week of action from postal workers from 24 to 28 September to protest against the closure of rural offices and the cutting of low wage earning jobs. Secretary of state for industry Christian Pierret leant his support to union fears at the end of last week, stating that La Poste was duty bound to constantly improve its client services and not lessen them.
