9 European Postal Service Providers jointly call for caution in the 2009 reform of postal services

Following the publication of the PWC study on the “Impact on Universal Ser-vice of the Full Market Accomplishment of the Postal Internal Market in 2009”, the postal operators of Belgium, Cyprus, France, Greece, Italy, Hungary, Lux-embourg, Poland and Spain, which account for over 50% of the Community population, express their concern about the study outcomes and plead the European Commission for a balanced approach when drawing up future postal legislation
At the beginning of this month of July, the European Commission published a study undertaken at its request by PriceWaterhouseCoopers (PWC) in order to assess, in each member State, the impact on the universal postal provision of a full liberalisation in 2009.

Cyprus postal service might eventually deliver

Despite some improvement in efficiency, the postal service is still failing to meet the delivery targets set by the European Union. For this failure, the service was fined pounds 20,000 by the Regulatory Committee for Posts and Communications, which monitors whether EU delivery targets are met. This is the second fine imposed for the same reason in a little over a year and despite a marked improvement in delivery times, the fine amount has doubled since 2004.
For the EU, 80 per cent of local mail should reach its destination the day after it is posted but the Cyprus Postal Service delivers only 62.5 per cent the next day. Still, this is an improvement on what was happening in 2003, when the delivery percentage was only 40 per cent. It has not been as efficient in delivering mail from abroad within the three-day delivery deadline, with only 38.8 per cent of letters arriving on time; the EU target is 85 per cent. As regards mail sent overseas, only 57.4 per cent reach its destination within three days – well short of the 85 per cent target.

Stamp price gap grows as European postal sector prepares for market opening

The Free and Fair Post Initiative (FFPI) today released its fifth survey
on stamp prices in the European Union (EU). The study, which covers the 25 EU member States, reveals that 20% of EU countries have increased stamp prices in the course of 2005 and that price differences are still wide. The annual comparative analysis of the FFPI points out that prices of stamps for basic domestic letters have increased in 5 member States1 during this year. In addition, the survey reports that the gap in prices between the old and new EU member States is still widening. It is in fact important to notice that costs have risen in 3 countries from the EU-15, therefore further enlarging the difference with the price in the new member States.
