Estonian Post purchases Stampit pilot license from Deutsche Post

Eesti Post, the Estonian national postal service, signed a licensing agreement in Bonn today with Deutsche Post on the use of the PC franking solution STAMPIT HOME. This makes Estonia the third country, following the United Kingdom and Switzerland, whose postal service wishes to offer the innovative franking solution from Germany to its customers. Beginning in autumn, Eesti Post will be testing STAMPIT HOME, adapted for the Estonian market, on 50 pilot customers. Following a successful test run, Eesti Post plans to offer the program to its customers on a continuing basis.

Eesti Post audited financial results for 2004

The profit of AS Eesti Post exceeded budgetary expectations by one-third. Owing a halt in the increase of costs and greater income from logistics services and universal postal services, the group’s profits grew by 23.1% to MEEK 29.3 compared to the year 2003. According to Jüri Ehasalu, Chairman of the Supervisory Board of AS Eesti Post, the company’s financial results for the previous year are the expected result of the changes made in the company’s management. “I am glad that progress was made both in terms of service
volumes and quality,” said Ehasalu. Peeter Raudsepp, Chairman of the Management Board of AS Eesti Post added that the company’s financial results were very good in a situation where the prices of fuel, electricity and other resources necessary for postal services have gone up substantially and the
company only expected a profit of MEEK 22. “A targeted reduction of management costs and continuing greater sales of express services also play important roles in generating a greater profit.”

Estonia may levy 5pct VAT on postal services

Estonia agrees with the European Council’s position concerning the harmonization of the tariffs of postal services, which may result in the addition of five percent VAT to the price of postal services in Estonia. The ministry admits that if the plan is carried out it may lead to an increase in the price of universal postal service by the VAT rate. Estonia is levying no VAT on postal services now.

According to a policy paper drafted at the Ministry of Finance, Estonia is in favor of taxation of postal services with VAT on a uniform basis and application of as few exceptions as possible. Lifting the tax exemption for the universal postal service would be conducive to achieving this, the Estonian ministry finds. New Estonian Law to allow competition to Eesti Post

The Estonian Ministry of Economy and Communications has drafted a bill that would change the requirements for the provider of universal postal service and allow competition for Eesti Post (Estonian Post). “The most important of the requirements for the provider of universal postal service is the obligation to provide postal service to everybody on equal terms in the entire territory of Estonia. The other important obligation is to apply a uniform service fee in domestic postal service throughout Estonia,” the ministry said. Unlike the currently valid law, the bill would create the possibility for providers to render separately, with a respective license, all the different services that are part of the universal postal service. “Hopefully this will result in competition emerging for Eesti Post, which in turn will increase the quality of service and lower the price,” said Alice Vood, adviser to the communications department at the ministry.
