Ireland: Compensation made available for poor postal services

The ‘Complaints and Dispute Resolution Guidelines’ for postal service providers will see this implemented over 20 of Ireland’s 31 postal service providers.

Comreg yesterday issued the guidelines, which cover An Post, but also companies like Cyclone Couriers, Olympus, and Nightline, some of Ireland’s larger courier firms.

The new guidelines do not cover larger delivery firms such as Fedex, DHL and SDS, but this may change when the postal service industry is liberalised under EU laws in 2011 and is opened up to greater competition.

People can now be compensated by postal providers for delays in delivery of over seven days, damage or loss. It also says a postal service provider must display a simply explained complaint and dispute resolution procedure.

This will lay out the timeframe for a complaint to be made, a timeframe for receipt of answer and a guideline to compensation payable, which can be paid back in either cash or a number of stamps.

Comreg has brought in these regulations with the aim of maintaining into the future a “confidence to postal consumers that the postal industry maintains consistent complaints and redress standards”.

The company will have to refund costs and also pay compensation if it is found to be at fault.

The only time these guidelines do not apply is in the case of any form of industrial relations issue, such as a postal strike.

UK Business Post and Nightline team up

Irish parcel courier Nightline has become Business Post’s partner in the republic, operating both domestic and UK/Ireland services.
Business Post previously served County Dublin directly and used subcontractors for the other counties. Nightline also becomes the Irish partner in Business Post’s new European road service, Eurodis.

Express operator Nightline’s partnership with FedEx, which began in August, is already bearing fruit. “Over 1,000 Nightline customers now have seamless access to the FedEx network, ” says MD John Tuohy. Customers across the republic are now connected to the integrator ‘s EuroOne network and can expect two-day delivery across Asia and nextday or second-morning delivery to the US. Tuohy says FedEx traffic now accounts for 8% of his business, and Nightline has taken on 60 new staff. The FedEx brand is being added to Nightline’s fleet of 200 vehicles and to its depots.

Irish Nightline agrees deal with FedEx

Express delivery and logistics group Nightline has announced an operational agreement with FedEx Express that will allow it take on 50 extra staff over the next two years.

Under the terms of the agreement, Nightline will make collections and deliveries for FedEx customers outside the greater Dublin area.

The link-up with Nightline is part of a major drive by FedEx into the Irish market in its bid to expand its Irish presence and challenge incumbent players such as An Post.

Irish express players broaden horizons

New PacTrac research data into the Irish parcels and express market shows how European postal operators are increasing their share of both the international and domestic sectors. On the domestic front, of the estimated 6.9m parcels despatched annually by Irish international parcels and express shippers, the domestic post office brands (An Post & SDS) feature predictably strongly, together accounting for 47%. Internationally, of the estimated 1.8m express parcels dispatched annually, just seven brands make up 82% of the market, with DHL (26%) leading the way.
