E-POST provides the opportunity of sending and receiving messages via INTERNET

E-POST provides 4 types of communication: ACCOUNT-ACCOUNT; ACCOUNT-POSTAL ADDREESS; PERSON-ACCOUNT; PERSON-POSTAL ADDRESS.

The ACCOUNT-ACCOUNT communication takes place between two account holders, meaning the electronic mailboxes. To send the message, the sender must go to the post office where his account is opened and fill in a form that the operator types in afterwards. The addressee must also go to the post office where his account is opened and request the printing of the messages received in his account against a fee. The tariff is charged according to number of words contained in the message.

Another type of communication is the one between a person, the sender, which has an account and the addressee that don’t. It’s the ACCOUNT-POSTAL ADDRESS communication. In this case, the sender does the same things as above with the only exception that the address is a postal one and the tariff charged. This communication supposes the printing of the message in the destination post office, insertion in the envelope and delivery at the postal address, and optionally, the registration and the electronic proof of delivery. In the destination post office (the closest one to the addressee’s location), prints the message, inserts it into an envelope and delivers it to the indicated address.

Another possible situation: the sender does not have an opened account, but the addressee has. In this case, the sender sends a message from an E-POST post office, by filling in a form indicating the account address of the addressee.

E-POST may be used even in the situation when neither the sender nor the addressee have an opened account. In this case, the sender must go to the E-POST office, fill in a form mentioning the addressee’s address and pay the charges for sending the message, printing, the envelope and delivery and optionally for registration and proof of delivery (AR)

E-POST is actually a hybrid mail service, aiming to meet the customers’ requirements. This service is a clear evidence of the Romanian Post’ endeavor to comply with present development conditions of the communication market

European Bank for Reconstruction supports modernisation of Romanian postal service

The EBRD is providing Posta Romana with a 50 million euro loan to finance the construction in Bucharest of the country’s first fully automated sorting centre and the modernisation of an existing sorting centre in the north-western city of Cluj. Up to 20 million euro of the loan will be syndicated to commercial banks. Posta Romana will also contribute to this project with 10 million euro of its own cash flow.

The construction of an automated sorting centre is a key element in the modernisation of Posta Romana, which is facing increasing competition following the liberalisation of the market in line with EU regulations.

The state-owned company was established, in its current form, in 1991, when post and telecoms activities were separated in Romania. Today, Posta Romana handles 2.2 million letters and over 50,000 parcels daily through its 7,100 offices and outlets.

Up until the end of 2008, the company has exclusive rights to handle items up to a maximum weight of 50g. In return, it is obliged to serve all destinations in the country at the same price and quality. In other areas, such as express mail services, Posta Romana is already facing private competition.

Romania: Postal services quality up after market liberalization

The number of postal services providers increased from 5 in 1999 (the year the market liberalized) to 172 in December 2005, according to a survey on the postal services market made by the National Regulation Authority for Communications (ANRC), Bursa news agency reports. According to the survey, the enforcement of an efficient regulation framework led to the improvement of services and cut in tariffs, thus stimulating productivity and enhancing the economic growth. Of the 172 companies that operate on this market, 166 are authorized to provide value added services.

Romania to sell off state postal company

Romania’s government on Monday launched the restructuring and privatization process of the state postal company. The Ministry of Communication and Information Technology said in a statement it was inviting bids from international consulting firms to assist in the restructuring of the company and international banks who want to advise in the privatization of the company. The government plans to sell the Romanian Post by 2008.

35,000 postal workers end strike in Romania after reaching pay settlement

Some 35,000 striking postal workers agreed to return to work Tuesday after reaching an agreement with management for a 4 percent wage rise. Postal workers began what was to be a 10-day strike on Monday to demand a 16 percent wage rise, which managers and Prime Minister Calin Popescu Tariceanu said the post office could not afford. Under the agreement, 9,200 postal employees will earn the minimum wage of 3.3 million lei (USD117, euro90) starting May 1, Carstea said. Others will get wage hikes depending on how long they have worked for the company or meal tickets that can be used to buy food.
