Spring Global Mail enters the market for international press distribution in Germany

Spring Global Mail is entering the market for cross border press distribution. The new product, called Press Service, enables publishers to send products at more favourable prices than the main postal companies in Germany. In addition, the product contains a large range of services for the preparation of consignments.

The German postal market has a new player in the segment of press distribution. Spring Global Mail is entering the German market for press distribution.

Press Service offers two service levels: Premium and Economy. The rates of the Premium service are clearly more affordable than those of the main postal operator in Germany. The price advantage of the Economy service depends on the weight per item. There is no restriction on the minimum amount of items.

Spring Global Mail carries print products which are either already fully prepared by the customer or material that still requires further fulfilment. In this case Spring Global Mail offers a number of additional services, such as polywrapping, inserting into envelopes, addressing and franking. Spring carries only wrapped consignments due to quality reasons. Consignments are collected free of charge by TNT Express and the mail is distributed in the destination countries by Spring Global Mail’s partners.

Spring's position regarding ‘scam’ mailings in the UK

Spring takes very seriously any concerns about the content of mail but as we have no powers to act as a censor, we work closely with the Advertising Standards Authority (ASA) and the Office of Fair Trading (OFT) to identify scam mail and, where necessary, cancel contracts – to date we have cancelled 13 contracts.

It is just not possible to identify scam mail even when the mail is sent in transparent wrapping. A recent mailing claimed to be an example of scam mail was subject to legal action brought against the sender by the OFT. The judge ruled that the mailings were not illegal or scams and ordered the OFT to pay all legal costs.

We allow our customers to use Spring’s UK address when they have no UK address of their own. This is standard practice for all overseas mail and is provided purely to enable undeliverable or response items to be returned to the sender. It does not mean that the mail originates from this address or that the staff in Spring’s UK office are responsible for it.

We do work with the ASA and the OFT to combat the issue of scam mailings and we are the only international mail services provider to have signed an Information Sharing Protocol with the OFT.

Scam mail is a problem that is damaging not just to consumers but everyone involved in our industry. Our future is dependent on a healthy direct mail sector and this is why we constantly review the processes that we have in place to combat the issue.

Feature on the BBC’s ‘Watchdog’ programme

Spring Global Mail was featured on the BBC’s ‘Watchdog’ programme broadcast on 12 December 2006. The BBC were highly critical of Spring’s role in delivering what it considers to be ‘scam’ mailings from foreign companies to UK consumers. We feel that Spring was misrepresented in the programme and we are now considering what action to take in response.

The issue of deceptive or scam mailings is something we take very seriously and we have considered our policy on this matter carefully. This is summarised in the following statement:

“Spring Global Mail is a provider of international mail services. Whilst we are responsible for the delivery of the mail, we are not responsible for the content. This is the responsibility of the customers who send it.

We have a clear policy for dealing with deceptive mailings. If the ASA or OFT inform us that one of our customers has breached the British Codes of Advertising and Sales Promotion or the Misleading Advertising legislation, we inform the customer and either request them to change the content in accordance with the advice received or, if the complaint is more serious, we terminate the customers’ contract and cease trading with them. This policy has resulted in the direct cancellation of 13 customer contracts and, we feel, clearly demonstrates our willingness to take action.”

The aim of the Observatory is to provide sector players and the public with major sector indicators (revenues, traffic volumes and number of access points). To provide a sufficiently complete view of the markets in question, the Observatory is not limited to those activities requiring an authorisation (distribution of items of correspondence, including cross-border), but also covers mail preparation, express mail and parcel activities. This is why we also questioned firms which are outside of the scope of application of the authorisations regime, and the federations representing them. This publication presents the results of the initial collection of information covering the activity of firms in France in 2004. It is an initial approach to postal markets.
