Royal Mail has announced the secondment of John Modd, previously Managing Director of its International Services business, to Spring, the joint venture cross border mailing company established by Royal Mail, TPG and Singapore Post. Mr Modd took up the role of Vice President Strategy and Business Development on May 5 2003. Based at Spring’s Headquarters in Amsterdam, John will report direct to Spring’s CEO, Theo Jongsma.

The rumour is based on the theory that Spring operates just like a consolidator – Spring is an agent and is given a discount (in this case on Mailsort and Presstream mailings) some of which is retained as profit and the balance passed onto the customer to provide a preferential rate.

Spring is requesting the competition authorities to stamp out the excessive surcharging of ABA mail and the surcharging of cross border mail.
