Mail handlers demand an end to privatisation and contracting out plans

UNI Post & Logistics affiliate, the National Postal Mail Handlers Union (NPMHU) at its four yearly convention being held in Florida unanimously condemned contracting out of postal work and the privatisation of mail handlers jobs that is impacting so negatively on mail handlers jobs.

The convention was told that the US postal service continues to try and outsource work and that the union was bitterly opposed to subcontracting and attempts to take work away from collective bargaining protection. Neil Anderson, Head of UNI Post & Logistics Global Union speaking to the convention told the delegates that subcontracting and privatisation of postal workers work was a creeping scourge that was happening throughout the world and that globally workers should be demanding decent permanent jobs for postal workers. He also told the convention that they should congratulate themselves on their campaign to convince the US Government that a free market for letter mail was not the answer and that a quality universal service was dependent on a strong and well trained workforce. This would not continue if sub contracting was allowed to take place. The convention also passed resolutions to increase their political lobbying and to keep carrying the message for a universal postal service with a quality work force to the US Government.

The convention also re-elected unopposed John Hegarty as President and Mark Gardner as Secretary Treasurer as a vote of confidence in the direction the union was tackling in opposing subcontracting, lobbying the government to maintain a strong universal postal service and for their efforts to negotiate a better collective contract for postal workers.

Union criticizes US Postal Service's outsourcing plans

UNI’s US Affiliate the NPMHU National President John Hegarty appeared before the US Congress Subcommittee on Federal Workforce, Postal Service, to provide the views of the NPMHU on the recently-issued USPS Network Realignment Plan. He told the committee that the union believed that the USPS recently made an ill-advised foray into subcontracting, which involves proposals to outsource work from the Bulk Mail Centers.

He said that for many years, the Mail Handlers Union has tried to work with the Postal Service towards a better, more efficient and more economical operation. However, we have problems with this latest proposal which want to give away mail volume to the private sector, when the nearby postal plants, as is well documented, are suffering from a major loss of mail volume themselves. John Hegarty also commented on the plan by the USPS to offer voluntary retirement to a number of permanent employees, he said, “NPHMU do not believe it makes business sense to ask employees to retire voluntarily while also proposing to outsource postal work to private contractors.”

UNI encourages UPU to do more for sustainable development

Speaking at the UPU Congress debate on sustainable development, Head of UNI Post & Logistics Global Union, Neil Anderson, encouraged the delegates to become more active in the work of the UPU on sustainable development. He said UNI was pleased to have been part of the social dialogue activities that had been run in Africa and Europe and was hoping to encourage other regions to be part of the dialogue. As a member of the UPU Consultative Committee UNI Global Union was also wanting the issue of social inclusion and workers rights to be part of that committee’s agenda and would be working to include the new operators in that work. He said that to date the Postal Sector has an excellent history of being socially responsible and UNI wanted to encourage all UPU members and Consultative Committee members to continue that tradition and work to ensuring that all postal workers enjoyed workers rights.

The Rapporteur for the sustainable development agenda item, Patrick Widloecher from France, speaking after UNI, told delegates that he totally agreed with UNI and that post had to be socially responsible and respect the rights and aims of workers to be involved in the development of their industry. He said that postal administrations must recognise that workers were an integral part of the industry and must be consulted and included in the changes that the industry was facing particularly in respect of climate change. He said they were citizens and consumers also and if Posts wanted to have a workforce committed to making positive change they must be included in and be part of that change.

USPS' revised network plan released

The US Postal Service has just submitted to congress a revised network plan. These plans are not final and are subject to negotiations. UNI Post & Logistics affiliate, NPMHU (National Postal Mail Handlers Union) has been looking into the plan and is concerned with the issue of plant consolidation, as well as the potential subcontracting of work now being performed at the Bulk Mail Centers. The NPHMU will vigorously oppose this and pursue all its negotiated rights to protect mail handlers’ jobs.

Negotiations still continue for some Portuguese unions in CTT – Correios de Portugal

One of UNI’s Portuguese affiliates, Sindetelco, has finished negotiations and signed a new collective agreement with CTT – Correios de Portugal. The union advises that they think this is a good deal for their members and that after three years of hard work they have agreement that in 2008 100 new workers will have definitive contracts and 100 in the next year.

However the other UNI affiliates involved, SNTCT and SINTTAV are unhappy with the offer and have continued their protest action including their fifth strike since negotiations started which took place on 9 June. The unions say 65 pct of the CTT workers participated in strike action. They say that CTT are trying to make worse working hours, end the concept of a work place, and to take away the universal access for workers to the CTT private system of health and social assistance.

SINTTAV and SNTCT are undertaking with the Portuguese government ministry of labour, a mediation process. They are not confident that this will resolve the impasse so they have also initiated a complaint to the ILO. UNI Post & Logistics continues to monitor the situation to assist affiliates as appropriate.
