Universal Mail Services to be implemented in Armenia
RA Government approved the draft law on mail communication, RA Minister of Transport and Communication Andranik Manukian stated. According to him, given law will regulate all legal field in the system of mail services, in particularly, authorities and obligations of the operator in provision of these services. He said that the main idea of the law is implementation of universal mail services, which envisages provision of high-quality services in all regions of Armenia. The list of universal services will supposedly include sending letters, package before 20 kilograms and delivery of newspapers and magazines in border and mountainous regions.
According to Manukian, the law also envisages presence of national and other operators of the system at the market. “It is RA Government to chose national operator and more than likely it will be Haipost, because it I the only acting structure for today that has branches in all regions of the republic”, Manukian said. However, he said that the Government is ready to consider any offers.
Given law was in circulation since 1997 when it was approved by the Government, however has not been discussed in the Parliament. In 2002 the Government withdrew the law and sent it for revision. The adoption of the law on mail communication envisages implementation of changes to the laws on license and on state duty.
