Polish Post announces its strategy

The new head of Poczta Polska (PP), Zbigniew Niezgoda is not going to conduct a revolution as he finds the course being taken by PP to be correct. Comparing the present situation to that of 1998 he feels that nowadays there are more obstacles. Among the difficulties he points to are the highly competitive market and the new legislation concerning the postal services sector which imposes strict rules. Poland must now comply with the EU regulations requiring PP, as a state-owned enterprise, to undergo serious changes.

Market liberalisation will not harm Poczta Polska

The January freeing of the postal services market will not cause an increase in competition. Courier companies are giving up the fight over the letter delivery market. As of 1 January 2006, the Poczta Polska national postal service monopoly will be further limited. The weight of parcels reserved for it will fall from 350 to 50 grams. However, this will not cause a turnaround on the postal services market. Advances in IT mean letters are becoming less popular. Instead, companies choose the Internet as a means of sending invoices and other business-related documentation. It is possible that even 2009’s full market liberalisation will not tempt the courier companies: by that time, new and safer forms of electronic communication may have been developed. Courier companies believe that the new liberalisation only increases their safety margin.

The company has a long-term goal of being floated on the Warsaw Stock Exchange, but is currently focusing on a conversion from the special status of a public-service firm to a commercial legal entity.

The country’s largest retail bank, PKO BP, and Poczta Polska(PP) national postal service may soon become one company, if Law and Justice (PiS)’s plans are implemented, writes Rzeczpospolita daily. According to the newspaper, some PiS representatives have already discussed the possibility of a merger with PP managers. “We cannot comment on these proposals, but PKO BP is our natural partner so we will certainly co-operate more closely,” said Marcin Anaszewicz, spokesman for the PP.
