Poczta Polska prepares to lose monopoly

The Poczta Polska postal service is preparing for the full opening of the market, which will take place at the beginning of 2009. In less than three years, it will stop having a monopoly on mail delivery. Poczta Polska Deputy Director Mariusz Wnuk says that partial access for competitors is already in place. Until last year, the postal service had a monopoly on small postal packages. In view of the full opening of the market of letters and parcels, Poczta Polska is looking for other sources of income, mostly financial services. Soon there will be cash machines at postal outlets and clients will be able to receive cash loans. Bonds will also be on sale, as will investment fund units. Poczta Polska also plans to sell PZU insurance. There are 8,000 outlets of Poczta Polska in the country. It is a huge logistics machine, with thousands of vehicles and sorting facilities, where savings must be found.

Banking Services At Post Offices Soon

An agreement should be signed within the next few days between Bank Pocztowy and Poczta Polska post office, regarding the opening of banking services at post offices. All necessary licenses to operate have already been acquired. Final approval had to be given by Transport Minister Jerzy Polaczek; he has now given the go ahead. The deal will allow banking services to be rendered by Bank Pocztowy in 5,000 post office outlets. “We shall provide our clients with all basic banking services, such as a good and competitive current account, access to which will be over the post office counter, telephone, Internet and through cash machines. Our clients will only have to pay PLN3.95 per month for their accounts. To my knowledge, we do not have a competitor who would offer such good conditions. There are of course certain niche offers, but without such easy access to one’s account,” said Piotr Kaminski, head of Bank Pocztowy.

Polish PM says gov't wants airline LOT, energy group PGE, postal service privatized within 2 years

Polish Prime Minister Kazimierz Marcinkiewicz said Wednesday that the government would like to see major state-controlled players, such as national carrier LOT, energy group PGE and the national postal service, privatized on the Warsaw Stock Exchange (WSE) within the next two years. “Over the next two years we want to see the giants of state-owned companies like [Polish airlines] LOT, [state-controlled insurer] PZU and [Polish postal service] Polska Poczta and [Polish energy group] PGE on the Warsaw Stock Exchange,” Marcinkiewicz said during a press conference to mark the 15th anniversary of the WSE, broadcast on TVN 24 television news channel.

Poczta Polska determined to retain position

Poczta Polska is taking steps to drive rival companies out of the market before its liberalisation, which will take place in 2009. At present, the state-controlled enterprise holds a monopoly on letters and postcards delivery, worth ZL6bn. However, it was unable to compete effectively on the courier delivery market, as a result of which its market share fell from 100 percent to 3 percent. UPS Polska Director General Krzysztof Zdziarski admits that his company is looking forward to entering the letter delivery market as soon as the opportunity arises.
