Poczta Polska to merge with PKO BP?

The country’s largest retail bank, PKO BP, and Poczta Polska(PP) national postal service may soon become one company, if Law and Justice (PiS)’s plans are implemented, writes Rzeczpospolita daily. According to the newspaper, some PiS representatives have already discussed the possibility of a merger with PP managers. “We cannot comment on these proposals, but PKO BP is our natural partner so we will certainly co-operate more closely,” said Marcin Anaszewicz, spokesman for the PP.

Poczta Polska on WSE in 2007?

Poczta Polska (PP) national postal service forecasts that the earliest possible time for its debut on the Warsaw Stock Exchange is 2007, announced PP Director General Tadeusz Bartkowiak. Before it goes public, PP will need to undergo commercialisation. Bartkowiak believes that changing the legal status to a joint stock company will be possible in 2006. In his opinion, commercialisation will broaden the company’s access to sources of financing. PP is currently carrying out an amended development strategy adopted in 2004. It wants to differentiate its revenues, increasing the number of financial services and products, as well as express and courier parcels.

Investigation into aid for Poland‘s postal provider

A formal investigation is to be launched into state aid for Poland’s postal service provider. The European Commission announced on June 29 that it plans to investigate compensation offered by the Polish government to Poczta Polska for providing the universal postal service. More specifically, the investigation will look at the aid granted to Poczta Polska both as compensation for losses incurred and for the investments made by the company as part of its day-to-day business of providing postal services in Poland. The Commission is concerned that Poczta Polska has failed to correctly evaluate the cost of running postal services, and that this evaluation could, therefore, mean that it has received more aid than it is actually entitled to.

The FFPI welcomes the Commission’s decision to investigate State aid to the Polish Post

The Free and Fair Post Initiative (FFPI) welcomes the decision taken yesterday by the European Commission to launch a formal investigation on the compensation for the incumbent Polish Postal Operator, Poczta Polska, for providing the
universal postal service. In particular, the Commission will verify whether the Polish Post has correctly applied the proper cost allocation principles in evaluating the cost of the universal service and if there has been any overcompensation that might benefit the Poczta Polska at the expense of consumers and of competitors. “I fully share the view of Competition Commissioner Neelie Kroes who had commented that ‘if the aid goes beyond what needed for the provision of the universal service, Polish citizens will lose out by having their tax money spent unnecessarily and by having a less
competitive market for liberalised postal services’”, said FFPI President, Philippe Bodson. “It is key for postal users and for citizens that state aid rules are applied fully and straightforwardly”, he concluded.
