Poczta Polska: First Commercialisation and Then Debut

The government has been working on a change in the regulations regarding the commercialisation of Poczta Polska (PP), a state-controlled postal service. Under the government proposal, it is to become a commercial company this year and in the following one enter the stock exchange. Currently, PP is a public entity which cannot issue bonds secured with its own assets, even though it needs some ZL4bn for investment and restructuring. The government explained that commercialisation will make easier for the PP to incur loans and find funds for investment. According to Tadeusz Bartkowiak, the Post’s general director, the amended regulations should be passed by this Sejm as soon as possible. A year after the commercialisation at the latest, says Bartkowiak, the PP is scheduled to make a stock exchange debut, with the issue of shares unlikely to take place before 2007.

Polish Post gets ready for commercialisation

The Poczta Polska state-controlled postal service is entering a period of huge changes. The Post has already applied to the Ministry of Infrastructure for a decision on transforming the enterprise into a commercial company. This, according to Tadeusz Bartkowiak, the Post’s general director, should happen as soon as possible. “The Post should be listed on the bourse no later than a year following commercialisation,” says Bartkowiak.

Polish Post – first steps towards becoming a company

The Infrastructure Ministry finally commenced work on transforming Poczta Polska (the Polish Post) into a joint-stock company. Currently, the Post is a public utility company, which makes management and investment decisions very difficult. This is a huge problem, as the postal services market is becoming more liberal, and in 2009 it should become completely so. The Post’s management presented a set of documents in favor of transforming it into a joint stock company to the Ministry in January. The Ministry started work on the legislative changes, enabling the commercialisation of Post, several days ago.

UPS vs. Polish Post – new law interpretation

Three years ago the Postal and Telecommunication Regulation Office (URTiP) conducted an inspection of the UPS courier company and found several packages weighing less than 2 kilograms. Since this type of parcel is classified as a letter, the first instance court decided that UPS had broken the terms of its permit (only the Polish Post (PP) can deliver such parcels). UPS appealed, stating that as their services are not available to the general public and only to big contractors, no transgression had taken place. Yesterday, Poland’s Supreme Administrative Court ruled that the URTiP was wrong. Nonetheless, PP will have a monopoly on several services. Postal services available to the general public have been reinterpreted, as have also terms such as “letter” and “package”. The URTiP has the right to inspect the content of parcels, so it is possible more changes will take place in the interpretations.
