Royal Mail to refuse to accept mailings posted via Extra Territorial Offices of Exchange (ETOEs)

Royal Mail has announced that from 1 January 2005 it will refuse to accept under the terms and conditions of the UPU Acts, any items of mail received from ETOE’s, international offices of exchange operated by a national postal administrations but located in another country. Over the last few years an increasing number of ETOEs have been established for both operational and commercial reasons, in some cases however, they have been established in unindustrialised countries by industrialised countries to take advantage of the lower terminal dues charged to unindustrialised countries. At the Universal Postal Union (UPU) Congress in Bucharest this Autumn a resolution was adopted which stated that mailings processed by ETOEs are not covered by UPU Acts. In line with this resolution Royal Mail has informed all international postal carriers that from 1 January 2005 it will refuse to accept any mail from ETOEs, under the terms and conditions of the UPU Acts, which is given to it by either conveyance companies, third party handling agents, postal administrations or any other intermediary and other intermediaries.

UPU, COMESA discuss postal sector reform

The Universal Postal Union (UPU) and the Common Market for Eastern and Southern Africa (COMESA) on Monday began a two-day workshop here involving communication officers to discuss postal sector reforms in the economic bloc. Zambian acting minister of communication and transport, Ludwig Sondashi emphasised the importance of modernising the postal services in COMESA, saying that remained the main means of communication amongst the majority of the people since COMESA was in the primary stages of development. “Although the world is now a single village under globalization, most of the rural areas are not covered by the ICT services, thus the post still serves as the sole means available to the ordinary citizen,” he noted.

United States to chair UPU Postal Operations Council

James P Wade, Vice-President International Business and the United States Postal Service was elected Chairman of the Postal Operations Council (POC) during the 23rd Universal Postal Congress in Bucharest, Romania. Wade is the former Chairman of the Direct Mail Advisory Board (DMAB), a position that Brazil will take over. Kenya has been elected Vice-Chair of the POC. As the Congress host country, Romania has automatically taken over Chairmanship of the UPU Council of Administraton (CA). Algeria, Italy, Pakistan and Trinidad & Tobago have been elected Vice-Chairman of the CA.

Kenya to host the next UPU Congress in 2008

The 23rd UPU Congress in Romania decided this morning that the next UPU Congress will be held in Kenya in 2008. Kenya was standing against the United Arab Emirates which has offered to host the 24th Congress in Dubai. Just over 57% of the 150 member countries present voted in favour of the Kenyan capital of Nairobi as the next host city. It will only be the second time in the UPUs 130 year history that a UPU Congress is taking place in Africa; the last time was 1934 in Cairo, Egypt.

UAE bids to host UPU meeting

The UAE bid to host the next Universal Postal Union (UPU) yesterday during the 23rd UPU meeting held in Bucharest, Romania. The only other country that contested to play host was Kenya.

The official announcement on the next host country will be made on October 1.

Emirates Post has also offered candidacy for the elections to the Council of Administrators and the Postal Operations Council of the UPU.

The Emirates Post Corporation team led by Mattar Humaid Al Tayer, UAE Minister of Labour and Social Affairs and Acting Minister of Communications, are attending the congress. Also attending is Abdullah Al Daboos, Director General of Emirates Post.
