A Roiling Battle in China Over Express Mail Service
The State Postal Bureau claims that foreign freight forwarders are violating a law that gives its Express Mail Service the exclusive right to deliver international express mail. However, the foreign companies claim that a 1995 order by the State Council granted them an exception to this law. The State Postal Bureau’s express mail service grew 35%/yr during the early 1990s, but growth slowed to about 2%/yr after foreign companies started to compete for international deliveries in 1995. The China International Foreign Trade Transportation Corp (Sinotrans) has several joint ventures with foreign freight forwarders, including United Parcel Service and DHL Worldwide Express.
